Cardinal, Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> 28. No secondary containment provided for the red 300-gallon motor oil tank (note: SPCC Plan listed it <br /> to be 500 gallons) in the truck shop, and the approximately 300-gallon gas tank on northwest edge of the <br /> property. A facility shall provide appropriate containment and/or diversionary structures or equipment to <br /> prevent a discharge. The entire containment system, including walls and floor, must be capable of <br /> containing oil and must be constructed so that any discharge from a primary containment system will not <br /> escape the containment system before cleanup occurs. Immediately provide adequate secondary <br /> containment for all above ground petroleum storage containers larger than 55 gallons. <br /> 31. Copies of inspection records as provided in the SPCC Plan for the last three years were not found <br /> on site. Inspections must be conducted in accordance with the written procedures developed in the <br /> SPCC Plan. Records of these inspections must be signed by the appropriate supervisor or inspector <br /> and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy of all <br /> inspection records for the last three years, maintain them on site, and submit copies to the EHD by <br /> August 31, 2010, and continue this practice per this section. <br /> 35. No method to prevent vehicles from departing before disconnection to the dispenser is provided. <br /> The facility must provide an interlocked warning light or physical barrier system, warning signs, wheel <br /> chocks or vehicle brake interlock system in the loading/unloading area to prevent vehicles from <br /> departing before complete disconnection of flexible or fixed oil transfer lines. Immediately provide a <br /> means of preventing vehicle departure prior to transfer line disconnection that is in accordance with 40 <br /> CFR Part 112 and your SPCC Plan and submit evidence of correction by August 31 , 2010. <br /> 38. SPCC Plan did not include language of conformance to applicable regulations. SPCC Plan shall <br /> include a complete discussion of conformance with the applicable requirements and other effective <br /> discharge prevention and containment procedures listed in part 112 or any applicable more stringent <br /> State rules, regulations, and guidelines.
