The drain valve <br /> from the secondary containment of the two 10,000 gallon tanks ends inside the trench were the fuel piping is located <br /> and in the event that the valve is opened to release the contents of the secondary containment, the contents will <br /> flow into the trench.The possibility of exists of discharged fuel from a transfer being collected in the trench as well <br /> or from the a ruptured fuel pipe in the trench.You must address in your Plan: Countermeasures for discharge <br /> discovery, response, and cleanup(both the facility's capability and those that <br /> might be required of a contractor). Immediately amend the SPCC plan to include discharge discovery, response and <br /> cleanup for fuel pipe trench. <br /> This is a minor violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. <br /> Copies of inspection and testing records for 2016 and 2017 were not found on site. Inspections and tests must be <br /> conducted in accordance with the written procedures developed in the Spill Prevention, Control, and <br /> Countermeasure(SPCC)Plan. Records of these inspections and tests must be signed by the appropriate <br /> supervisor or inspector and kept on site with the SPCC Plan for a period of three years. Immediately locate a copy <br /> of all inspection and testing records for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a Class II violation. <br /> 620 CFR 112.7(f)(2) Failed to designate a person accountable for discharge prevention. <br /> This facility does not have a designated person for discharge prevention. The designated person mentioned in the <br /> plan is for owner,AC Trucking, and not for the perator, E-Fuels,who controls the day-today operations of the two <br /> 10,000 gallon diesel tanks and who would be responsible for any discharges and testing. The Spill Prevention, <br /> Control, and Countermeasure(SPCC) Plan shall designate a person at the facility who is accountable for discharge <br /> prevention and who reports to facility management.
