SANJ O 1` Q U I `IA,II, Environmental Health Department <br /> COUNTY <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: [August <br /> ate: <br /> EASY FUEL 405 VASCONCELLOS AVE, MANTECA 02, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 712 CFR 112.8(c)(6)Failed to test or inspect each container for integrity based on industry standards. <br /> The two 10,000 gallon diesel tanks have not been tested per industry standards.The plan states that SP001 formal <br /> inspections are to be conducted every 20 years. Jon Lorente, Director of Compliance and Safety with E-Fuel took a <br /> picture of a plate on the top of one 10,000 gallon tank which dates it back more than 20 years possibly to 1967.The <br /> owner of the tanks stated that the tanks have been owned by him at least 18 years and that he was not the original <br /> owner. Each aboveground container shall be tested and inspected for integrity on a regular schedule and whenever <br /> repairs are made. The qualifications of personnel performing tests and inspections,frequency and type of testing <br /> and inspections that take into account container size, configuration, and design shall be determined in accordance <br /> with industry standards. Examples of these integrity tests include, but are not limited to:visual inspection, <br /> hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of <br /> non-destructive testing. Comparison records and other records of inspections and tests must be maintained on site. <br /> Immediately conduct the necessary testing and submit a copy of the test results to the EHD, or provide equivalence <br /> as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 714 CFR 112.8(c)(8)(kiv) Failed to provide each container with a high level monitoring device. <br /> The SPCC plan states that a clock gauge is installed on all the tanks.A clock gauge was not observed on wither of <br /> the two 10,000 gallon diesel tanks. At least one of the following devices must be installed in each container: <br /> -High liquid level alarm with audible or visual signal <br /> -High liquid level pump cutoff device set to stop flow at a predetermined content level <br /> -Direct audible or code signal communication between the container gauger and the pumping station <br /> -Fast response system, such as digital computer,telepulse, or direct vision gauge. If a direct vision gauge is <br /> being used for determining the liquid level of each tank, a person must be present to monitor gauges and the overall <br /> filling of the tanks. <br /> Immediately install an approved liquid level sensing device in accordance with CFR 112.8 and implement necessary <br /> procedures to ensure that the devices are fully functional and in use at all times during tank filling operations, or <br /> provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> This official inspection report supersedes the checklist provided on 08/02/2018. This report was generated on <br /> 08/03/2018. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receipt of this report . <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new(or any changes to <br /> existing)Aboveground Petroleum Storage Act (APSA) information online to the California Environmental <br /> Reporting System (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required <br /> fields.
