�9�'lTiCA <br /> 1.0 INTRODUCTION <br /> EFuels owns and operates a bulk oil storage facility located at 405 Vasconcellos Ave. Manteca, <br /> CA 95336. Onsite the facility has two (2) horizontal tanks used to store diesel. The tanks were <br /> inspected per SP-001. As no other inspection reports were provided,this inspection will serve as <br /> the first inspection of the site's tank to meet integrity testing requirements outlined in the Code <br /> of Federal Regulations 40 CFR 112. All tank inspections were external. <br /> 2.0 INSPECTION METHOD <br /> A representative of EFuel contracted Bay Area Tank and Coatings (BATC)of Vancouver, WA to <br /> review the tanks structural integrity. The Steel Tank Institute (STI) SP-001 "Standard for the <br /> Inspection, Repair of Aboveground Storage Tank" was selected for welded tanks. Additional <br /> inspection methods for the tank that may fall outside the SP-001 limitations may follow a hybrid <br /> program as outlined in 40 CFR 1121. <br /> The inspection process holds two purposes,the first is to meet regulatory requirements and avoid <br /> fines and penalties. The second is to observe operating conditions and suggest improvements to <br /> protect the AST owner from future spills,fire hazards,as well as suggest industry standards used <br /> to lower maintenance and improve oil handling. The areas where additional attention should be <br /> placed shall be highlighted as "Recommended" or"Required" <br /> 3.0 INSPECTION <br /> On September 24th,2018, BATC conducted an inspection of the tanks summarized in the <br /> following table,including shell integrity,leaks and odor,tank design uses,vents,filling <br /> procedures,containment review,and liquid level meters and alarms. This inspection will <br /> constitute the first cycle or until the tank is found to have leaks in the interstice or other <br /> conditions effecting risk-based factors. <br /> 1 The professional engineer(P.E.)may use industry standards,along with other good engineering principles,to develop a customized <br /> inspection and testing program following American Petroleum Institute(API)653,National Fire Protection Association Fire Code <br /> (NFPA 30),Local Fire Code(s),API 575 Atmospheric and Low Pressure Tank,API 570 Piping Inspection Code or API 579 Fitness for <br /> Service.
