Water was found in the 87, 91 and diesel STP sumps and UDC sumps 3/4 and 11/12. The <br />designated operator reports for May, June, July, and November 2013, and February 2014 note liquid <br />repeatedly found in these UDCs. Secondary containment shall be constructed to prevent any water <br />intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this liquid, <br />make a hazardous waste determination per Title 22 hazardous waste regulations, and manage <br />accordingly. Immediately contact a properly licensed, trained, and certified contractor to address the <br />water intrusion into the piping sumps, under permit and inspection of the EHD. <br />REPEAT VIOLATION <br />405. The 87 vent line vacuum liquid sensor (S2) and the 87/91 vapor recovery line vacuum sensor (S3) <br />failed when tested. The continuous monitoring system shall be maintained to detect the entry of the <br />liquid or vapor phase of the hazardous substance stored in the primary containment into the secondary <br />containment and to detect water intrusion into the secondary containment. The float on the 87 vent line <br />vacuum liquid sensor (S2) was replaced during the inspection. A "UST Retrofit Verification with <br />Inspector Already Onsite" form has been completed and provided to the operator and contractor. <br />Correct immediately by having a properly licensed, trained, and certified contractor replace the <br />remaining failed component with a functional component (LG 113-x listed, if applicable) and obtain a <br />permit within one business day from the EHD. If the failed component can't be replaced immediately, <br />there is a possibility that the 87 and 91 UST systems may be red tagged to prevent fuel inputs. <br />Notice to Comply - Minor violation: (201) <br />201. According to the designated operator inspection report, alarms on April 25, 2013 were due to a <br />technician on site. No maintenance records were found on site for this date. These records shall be <br />kept on site for at least 3 years. Immediately locate and maintain the missing maintenance records on <br />site and submit copies to the EHD by June 8, 2014. <br />Complete and submit a copy of the Return to Compliance Certification to the EHD by June 8, 2014 along <br />with a statement documenting the corrective actions that have been or will be taken for each violation <br />and any supporting paperwork. <br />Provided: Return to Compliance Certification form <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Stacy Rivera (209) 468-3440 <br />Received By: <br />Title: <br />EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
