The excavated soil was remediated by aeration and was subsequently put back into the
excavation.
Recently, soil borings were installed at the site which revealed groundwater contamination in the area
of the former excavation. Additional soil borings showed the extent of this contamination to be very
limited in scope. As the source (the impacted soil) has already been addressed, the removal of the
remaining contamination by excavation and groundwater pumping should be sufficient to abate the
recently identified groundwater problem. This approach has been used very successfully at other
nearby properties which have subsequently received a regulatory closure. This is the plan of action
being considered for implementation at this site, and barring anything unexpected, should abate the
problem sufficiently to satisfy regulatory requirements.
The property owner has maintained compliance with this agency in the past and, as the project is in
the final stages of regulatory oversight, PHS-EHD does not anticipate this situation to change. In
addition, the property owner is eligible to apply for reimbursement from the State of California State
Water Resources Control Board Cleanup Fund Program. This program offers tank owners relief from
cleanup costs by providing reimbursements up to $995,000 for work completed at these sites.
PHS-EHD is committed to promoting economic progress in our community whenever possible, and
hopes this letter will help to that end. If you wish to discuss this letter in more detail, please contact
Linda Turkatte, Senior REHS at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
Linda A.
