Since there is no facility for treatment or - <br />drainage from the diked areas, the entire area is to be visually <br />inspected by the Plant Engineer, or his assistant, on a daily basis for <br />signs of spillage or leakage and so noted in records to be kept in the <br />Plant Engineering Office. <br />Bulk Storage •anks: All the aboveground horizontal and vertical steel <br />tanks conform to all applicable API 650 standards and are to be <br />utilized for the storage of No. 2, and No. 6 Fuel Oils. The <br />aboveground tanks are each contained in separate diked areas, having' <br />provisions for confinement of the entire tank contents. The dikes are <br />constructed of concrete and have no provision for drainage other than <br />manual removal by means of sump pump. A1l'sueh operations shall be <br />under constant operator supervision. <br />All tanks were hydrostatically tested prior to first usage and are to <br />-be visually -inspected by the Plant Engineer, or his assistant, on a <br />daily basis for signs of corrosion and leakage. The results of these <br />inspections are to be noted in records retained in the Engineering <br />Office. <br />Installation of failsafe devices and/or high liquid level alarms on the <br />oil storage tank at this location has not been deemed necessary due to <br />the size, nature and experience at this facility. <br />Steam condensate from the internal _heating coil is 'discharged to the <br />plant condensate reuse system. Samples of condensate from this system <br />are 'taken for analysis on a daily basis which is considered to provide <br />adequate protection in the event of leakage to this system. <br />There is no provision for any direct, or otherwise, discharge from the <br />oil storage facilities at this location- All plant discharges are to <br />the municipal sewerage system which is required to monitor all <br />discharges to the Stanislaus River... This is considered to provide <br />adequate protection in the event of leakage from this facility. <br />Facility Transf r Operations: All pipelines are buried underground to a <br />depth of 2 feet and are not endangered by any vehicular traffic. The <br />pipelines have been coated to provide protection against corrosion and, <br />where possible, shall be inspected by the Plant Engineer, or his <br />assistant, on a daily basis for signs of leakage. The results of these <br />inspections are to be kept in the Plant Engineering Office. �n the <br />event a pipeline is taken out of service for any reason whatsoever, the <br />line shall be capped and identified as to origin. <br />-Facility T.oadin¢/Unloa_dine: All oil transfer operations are from tank <br />.truck to the oil storage tank. The fill pipes are so located that any <br />spillage during transfer is collected in'a container for subsequent <br />disposal. This method of spillage prevention is considered to afford, <br />based on experience at this location, adequate means.of spill <br />prevention during transfer operations. <br />I <br />
