`. <br />The entire transfer operation is under the constant supervision of the <br />tank truck driver and boiler operator who shall inspect all lines for <br />signs of leakage at the beginning and end of such operation. <br />Inco -.tion and Records: Records of all daily inspections are to be kept <br />in the Plant Engineering Office and are to be maintained for a period <br />of three years. <br />S.� The entire plant area is enclosed by a chain link fence, and <br />all gates are locked or guarded when the plant is not in operation. To <br />prevent unauthorized use of the oil storage and transfer facilities, - <br />all flow valves on the bulk tanks are to be kept in the closed position <br />when such facilities are not in use, and all pump controls are to be <br />maintained in the "off" position when the pumps are not in operation. <br />Additionally, the fill pipe connections are to be capped and padlocked <br />when not in service or in standby service, and lighting is to be <br />maintained at a level adequate to detect spillage during the hours of <br />darkness. <br />Personnel Training: The Plant Engineer, or his assistant in his absence <br />is responsible for oil spill prevention at the location and shall keep <br />daily records of all inspections of the oil storage facilities. Copies <br />of the SPCC Plan are to be kept in the Plant Manager's Office and in <br />the Plant Engineer's Office, and the daily inspection records are to be <br />maintained with and made a part of this plan. All persons having <br />responsibility for -any part of the handling, storage, or maintenance of <br />the oil facilities at this location are to be provided with a copy of <br />the SPCC Plan. <br />Actions #Q Bg Taken in the. Event a a•,Spi11: In the event of an oil <br />spill of a large or serious nature, the following actions are to be <br />taken in the order stated: <br />1. Provide immediate measures to prevent oil discharge to.storm and <br />sanitary drains and outfalls; leading to the Stanislaus River. <br />2. Notify the following personnel of the nature and extent of the spill <br />and all provisional measures undertaken: <br />Mr. F.
