HAZARDOUS WASTE MANAGEMENT <br />EMERGENCY RESPONSE <br />RECEIVED <br />FEB 1 1993 <br />ENVIRONMENTAL HEALTH <br />PERMIT/SERVICES <br />The Fire Department would be called to provide aid in an <br />Emergency Response Situation. The Fire Department is approximately <br />21/2 minutes away. They are familiar with our plant, since we have <br />annual tours specifically for the Fire Department. <br />The Plant Hazmat Team has been trained to respond to spills <br />through the 40 Hour On -Site Training Course. The names of the <br />Hazmat Team, their Plant Title and their Emergency Response Job <br />are: <br />John Meling <br />Frank Zumstein <br />Glen Mapes <br />Anthony Solano <br />Elvin Fantazia <br />John Johnson <br />Pedro Elizondo <br />Charles Pannell <br />Plant Engineer <br />Plant Manager <br />Lab Technician <br />Lab Technician <br />Janitor <br />Boiler Operator <br />Lubricator <br />Maintenance Mech. <br />Incident Commander <br />Security/Public Relations <br />Science Officer <br />Safety Officer <br />Entry Team <br />Entry Team <br />Decon./Team <br />Decon./Team <br />The DUTIES OF THE HAZMAT TEAM ARE AS FOLLOWS: <br />INCIDENT COMMANDER: In charge of emergency response activities. <br />Nothing will be done without Incident Commander's direction. <br />Assigns mission duties. <br />SECURITY/PUBLIC RELATIONS: Keeps untrained and unneeded <br />personnel away from the spill site. Will coordinate with site <br />commander to communicate with outside agencies and news media. <br />SCIENCE OFFICER: Gathers all available information on site - <br />site conditions, weather, and spill material. Makes a site map <br />showing winds, drainage, building, pits, ponds, and tanks. <br />Establishes Hot Zone, Decon. Zone, and Cold Zone on Site Map. <br />Records technical data relating to the spill cleanup operation <br />with details and timing of the events involved in the spill and <br />cleanup.. Coordinates with Incident Commander. <br />SAFETY OFFICER: Reviews technical manuals (Emergency Response <br />Guidebook and others as needed) to determine appropriate safety <br />measures for the spill material. Determines what type of <br />hazards exist and what level of personal protective equipment <br />is required. Coordinates with Incident Commander. <br />ENTRY TEAM: Follows Incident Commanders instructions as to the <br />mission of identifying the spill situation and the plan for <br />containment. The Entry Team will not enter the Hot Zone until <br />Decon. Area is set up. The Entry Team is trained to identify, <br />control and cleanup spill. <br />DECON. TEAM: Brings spill kit equipment to the Incident Command <br />Area. Sets up Decon. Area as directed by Incident Commander. <br />Is prepared to Decon. anyone coming out of the Hot Zone. <br />
