J
IV. BACKGROUND:
On March 19, 1990, PHS-EHD conducted a complaint (190-392)
inspection alleging fumes from spent coffee grounds had
made workers ill. The grounds were found to be non-
hazardous, however, other hazardous waste streams were
identified and a generator inspection was conducted. At
that time, two violations were documented: 1) several
waste oil drums did nod have accumulation start dates, and
2) several drums had been stored in excess of 90 days.
In 1986, a sampling of Nestle wells detected
trichloroethylene (TCE) in the groundwater. The company
has been performing remedial activities, including carbon
absorption with oversight from the California Central
Valley Regional Water Quality Control Board.
V. GENERAL DESCRIPTION OF FACILITY:
The facility was purchased in 1929 and was originally
utilized for the production and processing of evaporated
milk. It was later converted to manufacturing soluble
instant coffee. In 1957, a decaffeination plant utilizing
TCE for extraction purposes was constructed. In 1970,
Nestle converted to a methylene chloride extraction
process. The methylene chloride process was operated until
April 1986. Nestle continues to manufacture regular
soluble instant coffee at this location.
Nestle employs 94 people and operates around the clock,
utilizing three shifts, five days per week.
VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION:
A. Spent activated carbon with TCE: The largest quantity
of hazardous waste generated at this site is spent
activated carbon contaminated with TCE from the
groundwater treatment system. This material is
transported by Exceltrans and Dart trucking and shipped
to Envirotrol, Inc., 24th Street Extension and 31st
Street, Beaver Falls, PA, 15010, and Cameron Yakima,
Inc., 1414 S. 1st Street, Yakima, WA, 98907,
respectively, for recycling.
The spent activated carbon is generated in several
locations on and off site. The bulk of the treatment
system and carbon waste is located at the northwest
corner of the facility. There are several groundwater
extraction and treatment points which generate spent
3
