rnd <br />Nestle became classified as a large generator during a complaint investigation on March 19, 1990. This <br />complaint was found to be unwarranted but other hazardous waste streams were identified and a generator <br />inspection was completed. <br />V. GENERAL DESCRIPTION OF FACILITY: <br />The facility was purchased in 1929 and was originally utilized for the production and processing of evaporated <br />milk. It was later converted to manufacturing soluble instant coffee. In 1957, a decaffeination plant utilizing <br />TCE for extraction purposes was constructed. In 1970, Nestle converted to a Methylene Chloride (CH202) <br />extraction process The CH2Cl2 process was operated until April of 1986 when it was shut down. Nestle <br />continues to manufacture regular soluble instant coffee at this location. <br />VI. ITAZARDOUS WASTE ACTIVITY DESCRIPTION: <br />A. Spent Activated Carbon with Trichloroethylene: The largest quantity of hazardous waste generated <br />at this site is spent activated carbon with trichloroethylene from the groundwater absorber. This <br />material is picked up by Dart Trucking Co., Inc., 61 Railroad St, Canfield, Ohio, for thermal <br />reactivation. <br />Spent activated carbon is also used in drums on soil vacuuming operations. These drums called <br />either Trichloroethylene or Chloroform depending on location being vacuumed. This material also <br />is sent with Haz/Control of Gilroy, CA., for thermal reactivation. <br />Both operations spent activated carbon waste was derived from ground water clean up activities and <br />chemicals used in earlier decaffeination operations. <br />B. Lab Solvents: Methanol, Petroleum, Ether, and Methylethyl Ketone are used in small quantities. <br />Nestle's performs on site laboratory tests for the ground water daily and also does quality control <br />tests on coffee. Wastes are collected in a drum at the lab storage building and picked up by <br />Haz/Control Inc. <br />C. Paint Thinner: Waste paint thinner is collected in a drum at the lube shed. This material <br />is hauled by Haz/Control Inc. <br />D. Lube Oil: Waste lube oil is collected in a drum at the lube shed. This material hauled by <br />Alviso Oil, Alviso, CA- <br />E. Antifreeze: Waste antifreeze is collected in a drum at the lube shed. This is a first time <br />collection of antifreeze and it will be hauled by I.T. Corporation. <br />F. Asbestos: The company policy is to keep asbestos encapsulated before removal occurs. It is <br />done in a sealed system and material is bagged and drummed. This material is then transported by <br />Jerry Brown Company, to Anderson Solid Waste, Inc., 18703 Cambridge Rd., Anderson, CA. <br />Nestle is currently working on a contract with International Technology Corporation, 1680 Rogers Avenue, <br />San Jose, CA, to become the sole hazardous waste hauler for this facility. <br />
