Weber Ave., Third Floor <br />Stockton, CA 95202 <br />Subject: Workplan for Soil Excavation and Sampling <br />WLM Gasoline Minimart, 9484 West Lane, Stockton, California <br />Dear Ms. Lagorio: <br />We are writing on behalf of the property owner/operator to present a Workplan for assessment of soil <br />contamination at the subject property. The proposed work is intended to provide an indication of the <br />lateral and vertical extent of soil contamination which may be present below one of the gasoline <br />dispensers at the property, and to remove accessible impacted soil. <br />Background <br />The property is located on the southeast corner of West Lane and Morada Lane in north Stockton <br />(Figure 1). The property is a gasoline service station/minimart currently in the process of fuel dispenser <br />upgrade. On April 12, 2002, under the direction of San Joaquin County Environmental Health <br />Department (EHD), twelve soil samples were collected from beneath the dispenser islands at the <br />subject site. The samples were analyzed by Associated Laboratories for benzene, toluene, <br />ethylbenzene, xylenes (BTEX) and oxygenated fuel additives by EPA Method 8260 and for total <br />petroleum hydrocarbons as gasoline (TPHg) by EPA Method 8015M. Methyl tert butyl ether (MTBE) <br />and Tert butyl alcohol (TBA) were detected at low levels in soil samples #11 and #12. No other <br />oxygenates, TPHg or BTEX were detected in any sample. Sample locations are shown on Figure 2. <br />Copies of the laboratory reports are included in Attachment A. <br />Based on the analytical results, EHD filed an Unauthorized Release Report and has required further <br />investigation of the extent of contamination. <br />Workplan <br />In order to collect additional soil samples beneath and peripheral to the area of concern and to remove <br />contaminated soil while still accessible we propose to conduct the following scope of work: <br />Excavate soil to a maximum depth of approximately 10 feet below grade beneath the former <br />dispenser. Approximately 10-20 cubic yards of soil will be removed and stockpiled onsite pending <br />
