December 2010 during which a physical inventory of petroleum storage containers was obtained. The
updated SPCC plan will contain the updated inventory.
Item 23 directs Unified Grocers to address disposal methods for recovered materials. The updated SPCC
plan will include methods of disposal for waste materials generated during the clean-up and response to
spills of materials subject to SPCC requirements.
Item 31 directs Unified Grocers to conduct aboveground storage tank inspections and tests. The
updated SPCC plan will include enhanced inspection and testing requirements. Once the updated plan is
finalized the facility will pursue the inspections and testing as required by the updated SPCC plan.
Records of such inspections and testing will be maintained on-site in accordance with the requirements
established in the updated SPCC plan.
Item 32 directs Unified Grocers to train personnel on discharge prevention, schedule annual briefings,
and designate a person to be accountable for discharge prevention. The updated SPCC plan will include
enhanced training requirements. Once the updated plan is finalized the facility will pursue the training
as required by the updated SPCC plan. Records of such training will be maintained on-site in accordance
with the requirements established in the updated SPCC plan.
Item 33 directs Unified Grocers to describe how oil handling, processing and storage areas are secured
and controlled. The updated SPCC plan will include an enhanced description of how areas in which
petroleum products subject to SPCC are stored, handled, or processed are secured and controlled to
prevent unauthorized access.
Based on the information contained in this letter, it appears that the items noted in the inspection
report have been addressed.
Sin
44
Patrick Guillermety
Director of Environmental Health and Safety
