Item 718(720) - Failed to provide sufficient secondary containment capacity for mobile or portable
containers
• EPA updated the SPCC rule in 2006 and removed the requirement for sized secondary containment
for mobile refuelers ("dike or catchment basin, of sufficient size to contain the capacity of the largest
compartment or container on a mobile refueler along with enough room to contain
precipitation"). The requirement for general secondary containment remains in place. The general
secondary containment requirements do not require a specific size or quantity for secondary
containment; they do require appropriate systems to prevent spilled oil from escaping. Active
systems can be used, such as spill mats, storm drain covers, and dams used to block or prevent the
flow of oil. A spill kit is provided on the mobile refueler to deploy if a spill occurs.
Item 723 (726) - Failed to regularly inspect aboveground valves, piping, and appurtenances
■ The aboveground valves, piping, and appurtenances will be inspected and documented on a regular
basis.
If you have any questions regarding this plan please contact Thelma Sass, Risk Control Manager II at(209)
931-7416
Regards,
3A k.~
Glenn King
General Manager
Supervalu, Inc. —Stockton Distribution Center
Inca Return to Compliance Certification
SPCC Plan
3
