Item 718(720) - Failed to provide sufficient secondary containment capacity for mobile or portable <br /> containers <br /> • EPA updated the SPCC rule in 2006 and removed the requirement for sized secondary containment <br /> for mobile refuelers ("dike or catchment basin, of sufficient size to contain the capacity of the largest <br /> compartment or container on a mobile refueler along with enough room to contain <br /> precipitation"). The requirement for general secondary containment remains in place. The general <br /> secondary containment requirements do not require a specific size or quantity for secondary <br /> containment; they do require appropriate systems to prevent spilled oil from escaping. Active <br /> systems can be used, such as spill mats, storm drain covers, and dams used to block or prevent the <br /> flow of oil.
