WASTE DISCHARGE REQUIREMENTS <br />FOX VALLEY CORPORATION <br />AND FOX RIVER PAPER COMPANY <br />RIPON MILL <br />SAN JOAQUIN COUNTY <br />Division 7 of the California Water Code and regulations adopted thereunder, shall comply with the <br />following: <br />A . Discharge Prohibitions: <br />Discharge of wastes to surface waters or surface water drainage courses is prohibited. <br />2. Bypass or overflow of untreated or partially treated waste is prohibited. <br />Discharge of waste classified as 'hazardous' or 'designated', as defined in Sections <br />2521(a) and 2522(a) of Chapter 15, is prohibited. <br />B. Effluent Limitations: <br />C. <br />The discharge of effluent from ASB No. 2 or any other sources of irrigation water in <br />excess of the following, is prohibited: <br />30 -day Daily <br />Constituent Units Average Maximum <br />TDS mg/1 1100 2110 <br />2. The 30 -day average dry weather discharge shall not exceed 60 million gallons. <br />3. The maximum daily discharge shall not exceed 2.5 million gallons. <br />Discharge Specifications: <br />1. Wastes shall only be discharged into, and shall be confined to, the areas specifically <br />designed for their containment, as described in Findings of this Order, and as shown <br />on Attachment B. <br />2. Objectionable odors originating at this facility shall not be perceivable beyond the limits <br />of the property boundaries. <br />3. As a means of discerning compliance with Discharge Specification No. 2, the dissolved <br />oxygen content in the upper zone (1 foot) of waste water in ASB No. 1 and No. 2, <br />shall not be less than 1.0 mg/1. <br />4. The treatment facilities shall be designed, constructed, operated, and maintained to <br />prevent inundation or washout due to floods with a 100 -year return frequency. <br />5. There shall be no standing water in the percolation and irrigation fields 24 hours after <br />waste water is applied. <br />6. Ponds shall be managed to prevent breeding of mosquitoes. In particular, <br />a. An erosion control program should assure that small coves and irregularities are <br />not created around the perimeter of the water surface. <br />
