The UDC 3/4 sump sensor was raised approximately 1 inch off the lowest point of the sump and <br />not located to detect a leak at the earliest opportunity. Monitoring equipment shall be maintained to be <br />able to detect a leak at the earliest possible opportunity. The sensor was repositioned to the lowest <br />point of the UDC at the time of inspection. <br />306. A fuel leak was found at the UDC 3/4. All primary containment must be product tight. Immediately <br />discontinue use of failed piping and have a properly licensed, trained, and certified contractor replace or <br />repair the failed piping under permit and inspection of the EHD. If the failed component can't be <br />replaced immediately, there is a possibility that the UST system may be red tagged to prevent fuel <br />inputs. <br />310. Liquid was observed in the UDC satellite 1 sump. If water could enter into the secondary <br />containment by precipitation or infiltration, it must be removed and disposed of properly. Immediately <br />remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, <br />and manage it accordingly. Ensure that the UDC sumps are maintained free of liquid. <br />Complete and submit a copy of the Return to Compliance Certification to the EHD by April 26, 2013 <br />along with a statement documenting the corrective actions that have been or will be taken for each <br />violation and any supporting paperwork. <br />Note: Reviewed and corrected CERS submittals on site. <br />Note: Approved updated monitoring and response plans at time of inspection. <br />Provided: Return to Compliance Certification form <br />ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br />EHD Inspector: <br />Stacy Rivera (209) 468-3440 <br />I Received By <br />Gly <br />Title: <br />EHD 23-02-003 Rev 04/19/12 CONTINUATION FORM <br />
