Return to Compliance Cep ication
San Joaquin County EHD
5 August 2010
HW Violation #45— CCR 66265.52
The SPCC Plan's Immediate Response Measures — Emergency Call List, which
is referenced by the Hazardous Waste Contingency Plan to satisfy the
requirements of 22 CCR 66265.52(d), has been revised to include the names,
addresses, and phone numbers of all persons qualified to act as Emergency
Coordinator (Attachment 3). With these revisions, the Hazardous Waste
Contingency Plan now meets all requirements of CCR 66265.52 (Attachment 4).
HW Violation #58— CCR 66262.23(a)
Manifest No. 001171141 JJK
Originally, a tanker truck was to be used to transport the petroleum
contaminated water off-site for disposal via Manifest No. 001171141 JJK
(Attachment 5). However, upon filling the tanker truck with the petroleum
contaminated water, the transporter and terminal personnel quickly realized that
the load was smaller than anticipated and determined that the tanker truck was
not the appropriate container for the small load. Therefore, the waste was
emptied from the tanker truck into four (4) 55-gallon drums for disposal. This
drummed waste was later transported off-site and disposed of via Manifest No.
000137228WAS (Attachment 6). Manifest No. 000137228WAS contains the
correct EPA ID number for the Stockton Terminal (CAD000633032). Since no
tanker truck load was ever sent offsite via Manifest No. 001171141JJK, a
manifest correction was not necessary.
Manifest No. 004310839JJK
A manifest correction letter was submitted to the Department of Toxic
Substance Control (DTSC) on December 9, 2008 to change the EPA ID No. on
Manifest No. 004310839JJK to CAD000633032 (Attachment 7).
HW Violation #60— CCR 66262.40(a)
Enclosed are TSDF signed copies of Manifest Nos. 000406892JJK (Attachment
8) and 003579278JJK (Attachment 9). A copy of these manifests were filed in
the Environmental Coordinators' office at the time of the inspection. These
manifests have now been added to the Terminal files.
HW Violation #61 — CCR 66262.42(a)
Enclosed are TSDF signed copies of Manifest Nos. 000406892JJK (Attachment
8) and 003579278JJK (Attachment 9) per response item #60. Since the TSDF
signed copies of the manifests were received in a timely manner, the manifest
copies were not considered missing and no status inquiry was needed. These
manifests have been added to the Terminal files.
