Several violations were noted during this inspection.
Enclosed is the signed Return to Compliance Certification verifying that all
violations have been addressed (Attachment 1). The following summarizes all
corrective actions taken for each violation, with the supporting documentation:
ASPA Violation #31 —40 CFR 112.7(e)
Diesel Tank #1 has been "permanently closed" as defined in 40 CFR 112.2 since
06/19/1992 but was labeled as out of service. Since Tank #1 has been out of
service or similarly "permanently closed" it has not been included in the monthly
tank inspections. No liquid or sludges remain in the tank or connecting lines. All
connecting lines and piping have been disconnected from the tank and blanked
off. All valves (except the ventilation valves) have been closed and locked.
Consistent with the amended regulatory language adopted on November 2009,
the tank has been labeled "permanently closed" with a closure date of
06/19/1992 (Attachment 2).
