HAZARDOUS WASTE CONTINGENCY PLAN
The requirements for a hazardous waste contingency plan, as outlined in Title
22 of the California Code of Regulations, Section 66265.52 and 40 CFR
265.52 indicate that "if the owner or operator has already prepared a SPCC
Plan in accordance with 40 CFR 112, or some other emergency or
contingency plan, he need only amend that plan to incorporate hazardous
waste management provisions". As demonstrated in the table below, the
terminal's existing SPCC plan contains the items required for the hazardous
waste contingency plan. The table outlines the required content of a
contingency plan and the location within the SPCC plan or other facility
emergency plan where the item is addressed. These Plans have been
prepared to respond to a worst-case discharge of oil and can be readily
applied to a release of hazardous waste from the wastewater treatment
system or from hazardous waste that may be periodically generated
elsewhere at the facility. Copies of the plans are maintained in the Terminal
Technician's office or with other major HSSE documents/records.
Hazardous Waste Location in Equivalent Emergen
Contingency Plan Plan cy
Regulatory Citation
Requirement
Procedures to respond Releases:SPCC Plan (Immediate 22 CCR 66265.52(a)
to fires, explosions, Response Measures(red tab)and pg. 40 CFR 265.52(a)
releases 13-1 to 13-4); Fire and Explosions:
Emergency Preparedness Plan and
General Disaster Plan
Arrangements with local SPCC Plan(Immediate Response 22 CCR 66265.52(c)
Police, Fire, Hospitals Measures-Emergency Call List(red 40 CFR 265.52(c)
tab)and Attachment 11
Arrangements with SPCC Plan(Immediate Response 22 CCR 66265.52(c)
contractors Measures—Emergency Call List(red 40 CFR 265.52(c)
tab)and Attachment 3); OPA'90 Plan
(Facility Response Plan/FRP
Primary emergency SPCC Plan(Immediate Response 22 CCR 66265.52(d)
coordinator and Measures—Emergency Call List(red 40 CFR 265.52(d)
alternate name, phone tab
List of emergency SPCC Plan(pg 13-7 to 13-9); OPA'90 22 CCR 66265.52(e)
equipment Plan FRP -Section 1.1.4 40 CFR 265.52(e)
Location and description SPCC Plan(pg 13-7 to 13-9) 22 CCR 66265.52(e)
of the emergency 40 CFR 265.52(e)
equipment capabilities
Evacuation Plan, SPCC Plan(pg 13-6 and 13-7); 22 CCR 66265.52(f)
including primary and Emergency Preparedness Plan 40 CFR 265.52(f)
alternate routes and
communication signals
