Present at the meeting were Bill Stoermer
representing Fremont Plaza Investments, Robert Marty, William Little and Art Deicke,
representing Advanced GeoEnvironmental , Inc. (AGE) and Margaret Lagorio, Nuel Henderson
and Lori Duncan representing the EHD .
The meeting was held to discuss the request by AGE on behalf of Mr. Stoermer to suspend site
work until the economic situation with the State Water Resources Water Quality Control Board
Cleanup Fund (CUF) improves, and to further reduce or even suspend routine sampling of the
site's groundwater monitoring wells.
The EHD explained that responsible parties are required by law to report quarterly on the status
of their site to the regulatory agency overseeing the investigation and that if no work was
performed they can prepare the report themselves . The report would state that no work had
been performed and provide proposed actions and when they will be implemented .
The EHD stated that requests to reduce sampling regimens will be considered when a sampling
schedule is provided with technical justification to support the schedule. At this time, the EHD
does not consider your site to be a candidate for annual monitoring and sampling due to
detection of tert amyl methyl ether (TAME) and increased concentrations of 1 ,2-dichloroethane
( 1 ,2-DCA) in various monitoring wells since June 2007 , potentially indicating an unstable plume.
The contaminant concentration trends in various monitoring wells on your site indicate that
remediation of impacted groundwater will be necessary to move your site toward closure within
a reasonable time. AGE has conducted a groundwater extraction pilot test, and a bench scale
test for ozone infusion . In their Aquifer Pump and Ozone Infusion Bench Scale Test Report
dated August 30, 2008, AGE concluded that neither remedial option tested would be cost
effective for your site remediation , but still seem to favor insitu chemical oxidation ( ISOC).
