PUBLICHLALTH SERVICES
ggg l oPooiry c
r SAN JOAQUIN COUNTY s
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
4CiFo"fRN
209/468-3420
COPY LAWRENCE H BEASLEY
2120 PEBBLE DRIVE JAN O 6 2000
ALAMO CA 94507
RE : Former Apache Plastics Site SITE CODE : 2313
2050 E Fremont Street
Stockton CA 95209
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
has reviewed the Work Plan to Conduct ;a Soil and Groundwater Investigation dated
December 3, 1999 that was submitted by Stratus Environmental , Inc. (Stratus) on behalf
of the above referenced site and has the following comments .
The work plan proposes to continue the investigation of the vertical and lateral extent of
the documented contamination at this site with a series of twelve electronic Cone
Penetrometer Test (CPT) direct-push borings , followed by the installation of a minimum
of three monitoring ells set at 105-feet below surface grade (bsg) . The first CPT boring
will be advanced near existing on-site monitoring well MW-9 to an anticipated depth of
140-feet bsg., Soil and water samples from this boring will be analyzed on a 24-hour turn
around time and will be used to determine the appropriate depth of the remaining eleven
borings . Seven water and four soil samples will be collected from each boring and
submitted for laboratory analysis. After the results of these analyses are received and
reviewed , the proper locations for the monitoring wells will be determined .
Review of the soil data from previous fieldwork at this site indicates that the vertical
extent of petroleum hydrocarbon contamination in soil was never defined in the source
area (the former tank pit) . The lateral extent of shallow (to 70-feet bsg) soil
contamination has been defined to the west, south and east of the source area . No
borings were ever advanced north of this area. The most recent fieldwork, the
installation of MW-9 to 105-feet bsg and MW-8 to 106-feet bsg , indicates that the vertical
extent of the soil contamination and the lateral extent at depth remains undefined .
Review of historical groundwater sampling data indicates that the main contaminant
impact to groundwater was near the source area (VEW-1 ) . The most recent
groundwater monitoring event took place on September 1 , 1999. Analytical results
indicate significant contaminant impact remains in the source area and at depth (VEW-2,
MW-9 and MW-8) , with moderate to minor impact in all peripheral wells. Prevailing
groundwater flow direction has been reported as tending towards the southeast.
A Division of San Joaquin County Health Care Services
