The owner or operator of a hazardous
waste tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional
engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the
transferring, storing, and treating of hazardous waste, and that the tanks and containment system are suitably
designed. Immediately have an assessment prepared for the 1,000 gallon used oil tank. Submit a schedule showing
when this will be accomplished to the EHD.
This is a Class I violation.
Tank testing procedures are being
u pdated.
506
CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain
Completed.
records onsite.
Inspections of the hazardous waste tank system was not performed and documented. According to the
SPCC Plan on site, the used oil tank is inspected once a week. The following items are required to
be inspected at least daily:
1. overfill/spill control equipment;
2. aboveground portions of the tank system to detect corrosion or releases of water;
3. data gathered from monitoring and leak -detection equipment;
4. outside areas of the tank system including secondary containment to detect erosion or signs of
releases of hazardous waste;
5. for uncovered tanks, the level of waste in the tank.
Immediately begin required inspections of the hazardous waste tank system, and document the items
inspected. Submit a copy of the inspection log for the next 30 days to the EHD.
This is a Class II violation.
605
CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste.
See attached.
-A red metal canister of "spent absorbent" was observed by the gasoline and diesel fuel tanks with only the contents
marked.
-Saturated absorbent pads were observed inside the diesel, 87, and 91 fill pipe containment boxes.
-A 55 gallon drum of unknown waste was observed next used oil tank with no labeling.
-A 55 gallon drum of unknown waste was observed near the used oil tank area with no labeling.
-Oily liquid was observed in the spill pallets under the product oil tanks and in the containment around the product oil
tanks in the shop.
-Two 55 gallon steel drums of waste absorbent were observed inside the shop with no labeling.
All hazardous waste containers shall be marked with the following information:
- the words "Hazardous Waste"
- name and address of generator
- hazardous properties (ignitable, corrosive, reactive, toxic)
- physical state (liquid, solid)
- composition (contents)
- accumulation start date
Immediately label these containers and ensure that all containers are marked with all the required information. Since
it cannot be determined how long these wastes have been on site, immediately contact a licensed hazardous waste
hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD.
The used oil tank was observed by the shop with a blank hazardous waste label.
