Integrity testing is not being conducted on the aboveground storage tanks at this facility. The SPCC <br /> plan includes a checklist and required testing time intervals that are not being used. Each aboveground <br /> container must be tested or inspected for integrity on a regular schedule and whenever you make <br /> material repairs. Comparison records and other records of inspections and tests must be maintained on <br /> site. Immediately begin integrity testing in accordance with the facility's SPCC plan. <br /> 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br /> devices was not addressed in the SPCC plan. High liquid level alarms must be installed in accordance <br /> with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Begin this practice <br /> immediately. Update the SPCC plan to include procedures and frequency for testing these devices. <br /> 53. A 55 gallon steel drum of jet fuel was observed in the fenced tank area without secondary <br /> containment. According to the SPCC plan, the fenced area flows to the east, onto the ground, which is <br /> then sloped towards the stormwater retention basin. Portable oil storage containers must be positioned <br /> or located to prevent a discharge and shall be furnished with a secondary means of containment <br /> sufficient to contain the capacity of the largest single container with sufficient freeboard to contain <br /> precipitation. Immediately provide sufficient secondary containment for this and all other portable <br /> containers at this facility. <br /> 59. No warnings have been provided to warn vehicles of the aboveground piping and transfer <br /> operations. A warning must be provided to all vehicles entering the facility, including airplanes and other <br /> equipment, to be sure that no vehicle will endanger aboveground piping or other oil transfer operations. <br /> Immediately provide such a warning. <br /> Complete & submit a copy of the Return to Compliance Certification to the EHD within 30 days (9/17/10) <br /> along with any supporting paperwork and a statement documenting the corrective actions that have <br /> been or will be taken for each violation. <br /> Note: A mobile refueler was observed on site.
