The facility diagram included in the SPCC plan was difficult to read and did not include the contents <br /> of the containers nor the location of transfer stations and piping. The plan shall include a facility diagram <br /> which must mark the location and contents of each fixed oil storage container and the storage area <br /> where portable containers are located. It must also include all transfer stations and connecting pipes. <br /> Immediately provide a legible, updated, complete facility diagram for the SPCC plan. Submit a copy of <br /> the facility diagram to the EHD within 30 days (9/17/10). <br /> 24. The phone number listed for San Joaquin County Office of Emergency Services is outdated. The <br /> State Office of Emergency Services now called the CaIEMA and should be updated in the plan. No <br /> cleanup contractors are included in the plan. The plan must include a contact list and current phone <br /> numbers for the facility response coordinator, national response center, cleanup contractors, and all <br /> appropriate federal, state, and local agencies who must be contacted in case of a discharge. <br /> Immediately update the contact list to include the most current version of the required information. <br /> 31. The plan states that weekly inspections will be conducted on a 4-page checklist, under Appendix 5 of <br /> the plan. The daily inspections being conducted at this facility are completed on a 2-page form that does <br /> not include all of the information on the plan's checklist template. Inspection records are not being <br /> maintained on site; records are kept at the main office at 400 E. Tenth St., Tracy. Inspections and tests <br /> must be conducted in accordance with the written procedures developed in the SPCC plan. A record of <br /> the inspections and tests must be signed by the appropriate supervisor and kept on site with the plan for <br /> a period of three years. Begin this practice immediately. Update the plan to represent the inspection <br /> procedure being used at the facility, or begin conducting inspections and tests in accordance with the <br /> SPCC plan. <br /> 35. The plan states wheel chocks, warning signs, or other physical means shall be used to prevent <br /> vehicles from departing before complete disconnection from transfer lines. The signs posted at the <br /> unloading area state that wheel chocks must be used prior to connecting transfer lines. No wheel <br /> chocks or other means are used to prevent vehicles from departure prior to disconnection of lines. The <br /> facility must provide an interlocked warning light or physical barrier system, warning signs, wheel chocks <br /> or vehicle brake interlock system in the loading/unloading area to prevent vehicles from departing before <br /> complete disconnection of flexible or fixed oil transfer lines. Immediately provide a means of preventing <br /> vehicle departure prior to transfer line disconnection that is in accordance with 40 CFR Part 112. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector'.
