(continued) <br /> the inventory and discharge information in the SPCC Plan to accurately represent the petroleum storage <br /> at the facility. <br /> 28, 46, & 53. The oil totes, truck tankers, 100 gallon diesel tank, and numerous 55 gallon drums stored <br /> outside were not provided with secondary containment. A facility shall provide appropriate containment <br /> and/or diversionary structures or equipment to prevent a discharge. The entire containment system, <br /> including walls and floor, must be capable of containing oil and must be constructed so that any <br /> discharge from a primary containment system will not escape the containment system before cleanup <br /> occurs. All bulk storage tanks must be provided with a secondary means of containment for the entire <br /> capacity of the tank and sufficient freeboard to contain precipitation. Portable oil storage containers <br /> must be positioned or located to prevent a discharge and shall be furnished with a secondary means of <br /> containment sufficient to contain the capacity of the largest single container with sufficient freeboard to <br /> contain precipitation. Immediately provide adequate secondary containment for all aboveground <br /> petroleum storage containers 55 gallons or larger. <br /> 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br /> devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in <br /> accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately <br /> conduct all necessary testing of liquid level sensing devices. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by August 1, 2011 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> Provided: Return to Compliance Certification form <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Received By: Title: <br /> L L%e <br /> EHD 23-02-0 !O8/10/10 CONTINUATION FORM <br />
