Page 3-7 of section 3.2.1 Employee Training <br /> states"Discharge prevention briefings will be scheduled at least once a year. Individual responsibility is stressed, with <br /> particular emphasis on the immediate notification of the appropriate personnel. All personnel are required to <br /> acknowledge understanding of the minimum requirements of the SPCC rule by signing the Personnel Training Sign-off <br /> Sheet included in Appendix A."This Personnel Training Sign-off Sheet in Appendix A was not signed. Facility lacked <br /> documentation that the appropriate personnel are being trained on the contents of the SPCC Plan. Discharge <br /> prevention briefings for oil handling personnel must be scheduled and conducted at least once a year to assure <br /> adequate understanding of the SPCC Plan for that facility. Such briefings must highlight and describe known <br /> discharges or failures, malfunctioning components, and any recently developed precautionary measures. Immediately <br /> schedule and conduct a discharge prevention briefing, ensure that they are scheduled and conducted at least once a <br /> year. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> On site to conduct a routine aboveground storage tank inspection. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 6-20-15. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all new (or any changes to existing) <br /> Aboveground Petroleum Storage Act (APSA) information online to the California Environmental Reporting System <br /> (CERS) at http://cers.calepa.ca.gov in addition to any other relevant activities and required fields.
