Former Chevron Service Station #9.5775, 301 West Kettleman Lane, Lodi, California March 15, 2002 <br />SYSTEM MODIFICATIONS <br />On February 11, U.S. FilterAVestates, under the supervision of SECOR personnel, performed <br />a carbon change -out of vessels A, B and C (1, 2 and 3 respectively) Figure 3. Prior to the <br />change -out, Vessels A, B and C were pressure washed utilizing an AlconoxT"solution. <br />SUMMARY OF VIOLATIONS <br />To confirm detections of MtBE in the effluent stream as previously reported in the January <br />Discharge Report, split samples were sent to both California Laboratory Services (CLS) and <br />Kiff Analytical LLC on February 6, 2002. MtBE was detected by CLS at a concentration of <br />1.2 µg/1 and not detected by Kiff Analytical. <br />Corrective action and regulatory agency notification include: <br />• On February 5, 2002 a SECOR representative contacted Mike Schafer with the City <br />of Lodi and reported the analytical results and additional measures that would be <br />taken to eliminate further discharge; <br />• On February 6, 2002 confirmation samples were obtained and submitted to California <br />Laboratory Services (CLS) and Kiff Analytical LLC; <br />• On February 8, 2002 a SECOR representative contacted Mike Schafer and obtained <br />authorization to continue operation of the groundwater extraction system without fine <br />until all three of the GAC vessels were changed out on February 11, 2002; <br />• On February 11, 2002, Carbon Vessels A, B, and C were changed -out. Following <br />start-up INFL, MID -1, MID -2, and EFFL samples were collected and submitted for <br />chemical analysis, and; <br />• The system has operated under compliance during the remainder of the February <br />discharge period. <br />RECOMMENDATIONS <br />Based on the results of historical operational data, SECOR recommends the following: <br />• To provide further quality assurance during future sampling events, both field and trip <br />blanks will be submitted during each sampling event; <br />• SECOR will change -out carbon vessels A, B, and C on a semi-annual basis, and; <br />• Influent and effluent sampling frequencies as outlined in Part 2 (Monitoring <br />Requirements) of City of Lodi Discharge Permit #310 be reduced to monthly. <br />t:\Che%ron\95775\Periodic ivlonitoring\0 & }l\Reports\Jloothly\Discharge Reports\2002\February 2002\Disci <br />
