Ivern and Roger Baffoni by SECOR <br />International Incorporated (SECOR). The Report provides supporting documentation for a <br />request for no further action at the site. First quarter 2006 groundwater results for all but two <br />monitoring wells (EX -1 and MW -513) are non -detect for all groundwater constituents. Well <br />EX -1 (MtBE, 160 pg/L) shows a declining trend (attached). The concentrations of MtBE in well <br />MW -513 are below water quality objectives. Active remediation consisted of a combination of <br />groundwater pump and treatment (GWP&T) with soil vapor extraction (SVE). The Executive <br />Officer approved discontinuing the SVE in August 2003, and GWP&T in April 2005. There has <br />not been any evidence of rebound in groundwater monitoring. A Fate and Transport model in <br />January 2005 showed that sensitive receptors, including a nearby City of Lodi Municipal Well <br />Number 12 would not be impacted by groundwater pollution from the site. SECOR estimates <br />that 44 gallons of benzene remain in soil (based on initial estimates), and 8 gallons of MtBE <br />remain in groundwater. <br />Comments: <br />1. The site remains under CAO No. 5-00-0704, therefore groundwater monitoring must <br />continue until otherwise directed by the Executive Officer or the designated Regional <br />Board staff. <br />2. The Report calculates mass remaining in soil by subtraction of mass removed by SVE <br />from initial soil estimates. Mass remaining in groundwater is calculated by initial <br />concentrations, not current concentrations; therefore the mass remaining in <br />groundwater is not accurate, and grossly overestimates the mass remaining. <br />Recalculate soil using "after" soil data, if available, and groundwater using current <br />groundwater monitoring data, and include them in a response document. <br />3. The Report does not include an estimate for the amount of time to meet regional Board <br />water quality objectives for MtBE. Include the estimate for meeting MtBE water quality <br />objectives in a response document. <br />4. The Report does not address all pathways migration of contamination in soil, including <br />potential vapor migration into adjacent buildings and homes.
