Gasoline
and diesel is stored in underground tanks for delivery to individual motor vehicles. The fuel is
delivered through a system of pumps, pipes, hoses and nozzles. Appendix B includes a facility
site plan and direction of flow of potential spillage.
Spill Potential
The underground storage vessels are placed in an envelope of pea -gravel. All storage
vessels and underground piping are protected against corrosion and rupture. Fuel level and
water sensing devices are digital computer with continuous readout.
Spillage may occur through hose and nozzle malfunction during customer filling of vehicle
tanks or during delivery filling of the storage tanks. The rate of flow and the total quantity spilled
during a fuel transfer operation would depend upon the pumping capacity of the delivery unit and
the length of discharge time. The estimated maximum potential spillage is 500 gallons. Each
filling pipe and each delivery nozzle is equipped with automatic cut-off devices to prevent spillage
and minimize the potential for spillage.
Caution:
Spills in the underground tank area from tanker trucks should be avoided at any time by
observing the following rules:
1. The tank truck driver should be constantly monitoring the delivery and at the first
sign of overflow cease the delivery.
2. The Owner and operator
ensure the
volume available in
prior storage
is greater thanvolume of product to be transferred to the tank tto such
transfer.
In the event a spill does occur, immediate action should be taken to stop delivery and
begin application of sorbent blankets and booms. Generally the pavement over the storage tanks
is quite extensive and fairly flat allowing the spill to spread in several directions quite quickly so
immediate containment is necessary.
7
