We find you in violation of C&A Orders No. 3, 4, 5 and 11. <br />C&A Order No. 3 requires you to "Install and continuously operate a soil vapor extraction system, and <br />an interim pump and treat system in the area of the highest soil and groundwater MtBE contamination. <br />The interim pump and treat system must stabilize the groundwater plume to prevent movement of <br />MtBE toward Well 12." A soil vapor extraction system and a groundwater pump and treat system with <br />one extraction well was.started on 3 July. Since then the groundwater pumping rate has dropped from <br />approximately 2 gallons per minute (gpm) to less than 0.2 gpm. Groundwater contour maps in the PAR <br />and FRP show the groundwater plume is moving off-site to the west and southwest; therefore, the plume <br />has not been stabilized. <br />C&A Orders No. 4 and 5 require you to submit a complete PAR and FRP, respectively. The reports <br />submitted show monitoring wells were screened inappropriately, aquifer parameters have not been <br />tested, and an assessment of petroleum hydrocarbons in soil and groundwater has not been completed. <br />C&A Order No. 1 I requires you to include analyses for ethanol, methanol, ethylene dibromide, and <br />1,2-dichloroethane. A 26 July 2000 letter from Secor stated that these analyses were mistakenly omitted, <br />that monitoring wells were resampled on 24 July, and results would be submitted when -all analyses are <br />complete. These analytical results were not included in the 25 August FRP, and we have not received <br />Spero as a separate submittal.
