San Joaquin Delta College <br />Facilities Planning & Management <br />May 16, 2011 <br />MAY 18 2011 <br />ENVIRONMENTAL HEALTH <br />PERMIT/SERVICES <br />Mr. Garrett Backus <br />Senior Registered Environmental Health Specialist <br />San Joaquin County Environmental Health Division <br />600 East Main Street <br />Stockton, California 95202 <br />RE: Follow-up Response to Summary, of Violation from Inspection Report —2011 <br />Dear Mr. Backus: <br />I am writing to follow up on the one outstanding violation from the San Joaquin County Environmental Health <br />Department Inspection conducted on January 11, 2011. The following information supports the steps taken by <br />the college district's Facilities Planning and Management Office for correction and remediation of the <br />outstanding violation at San Joaquin Delta College. <br />Item SPPC: Comment: The facility has a SPCC plan certified by a PE on December 6, 2001, more than five <br />years ago. <br />Answer: On February 17, 20111 reported the following: <br />I was unable to locate the more current Spill Prevention, Control and Countermeasure (SPCC) <br />plan. I contacted Premier Chemical to review, updated and certify the new SPCC plan, which <br />will be completed by March 30, 2011. <br />Answer: On March 30, 2011, I reported the following: <br />Unfortunately, I have not been able to complete the SPCC plan by March 30; 2011. During the <br />investigation on the completion of the SPCC plan the consultant found concerns that require <br />corrective action before the plan can be legally certified. I am in the process of working through <br />the necessary corrective action in order for the plan to be certified. Attached is the letter from <br />the consultant that is assisting with the SPCC plan. I will keep you posted via email on the <br />progress of the SPCC plan. <br />Update: In working with John Boll, NES Consulting Services felt that the best route for San <br />Joaquin Delta College was the Tier I. Mr. Boll assisted me in completing the forms, which are <br />attached for your reference. <br />
