Based on our discussion, we understand that there are two (2) aboveground storage
tanks with storage capacities of 10,000 gallons (diesel) and 1,000 gallons (gasoline), and one (1)
55 gallon drum with used waste oil. Based on this understanding we have developed our scope of
services, schedule, and cost estimate for the successful completion of this project. This cost estimate
reflects a discount with the understanding that a second school district will request similar SPCC Plan
preparation services at the same time to save on travel costs required by CWE to perform the initial site
visit.
SCOPE OF SERVICES
The purpose of preparing an SPCC Plan is to meet the requirements set forth in 40 CFR 112 and the
Aboveground Petroleum Storage Tank (APST) Program of California's Certified Unified Program Agencies
(CUPA). CWE will prepare a site specific SPCC Plan that includes the following sections to meet these
standards:
a. Management Approval and Review
b. Engineer's Certification
c. Facility's Conformance and Layout
d. Discharge Prevention Measures and Controls
e. Emergency Contacts
f. Procedures and Practices in the Event of a Discharge
g. Inspections and Training
h. Logs and Checklists for Inspection, Training, and Reporting
i. Certification of Substantial Harm Determination
j. Tank Facility Statement
k. Map of the Facility
"Engineering Solutions to Improve the Quality of Life."
