The Plan must include discharge or drainage controls, such as secondary containment <br /> around all containers and other structures, equipment, and procedures for the control of a discharge, <br /> and a prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a <br /> result of each type of major equipment failure. Immediately update the inventory and discharge <br /> information in the SPCC Plan to accurately represent the petroleum storage at the facility. <br /> 24. The contact list did not include a phone number for a clean up contractor. The phone number for the <br /> San Joaquin County Office of Emergency Services is outdated. The SPCC Plan must include a contact <br /> list and phone numbers for the facility response coordinator, National Response Center, cleanup <br /> contractors with whom you have an agreement for response, and all appropriate federal, state, and local <br /> agencies who must be contacted in case of a discharge. Immediately update the contact list to include <br /> the most current version of the required information. <br /> 28. The 55 gallon drums at this facility do not have secondary containment. A facility shall provide <br /> appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire <br /> containment system, including walls and floor, must be capable of containing oil and must be <br /> constructed so that any discharge from a primary containment system will not escape the containment <br /> system before cleanup occurs. Immediately provide adequate secondary containment for all <br /> aboveground petroleum storage containers larger than 55 gallons. <br /> 31. Copies of inspection and testing records were not found on site. Inspections and tests must be <br /> conducted in accordance with the written procedures developed in the SPCC Plan. Records of these <br /> inspections and tests must be signed by the appropriate supervisor or inspector and kept on site with the <br /> SPCC Plan for a period of three years. Begin this practice immediately. <br /> 32. Annual training is not being conducted for the aboveground petroleum storage program and <br /> containers. At a minimum, oil-handling personnel must be trained in the operation and maintenance of <br /> equipment to prevent discharges, discharge procedure protocols, applicable pollution control laws, rules <br /> & regulations, general facility operations, and the contents of the facility's SPCC Plan. Annual briefings <br /> must be conducted to assure adequate understanding of the SPCC Plan and highlight and describe any <br /> known discharges or failures, malfunctioning components, and any recently developed precautionary <br /> measures. Immediately conduct necessary training for all oil handling personnel.
