EI Dorado St., Stockton Program: APSA <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS 11,or MINOR-Notice to Comply) <br /> 33. The SPCC Plan did not include discussion of security lighting. The Plan must include descriptions of <br /> how you secure and control access to the oil handling, processing & storage areas, secure master flow <br /> & drain valves, prevent unauthorized access to starter controls on oil pumps, secure out-of-service and <br /> loading/unloading connections of oil pipelines, and address the appropriateness of security lighting to <br /> both prevent acts of vandalism and assist in the discovery of oil discharges. Immediately update the <br /> Plan to include all of the required security information. <br /> 48. Integrity testing has not been conducted on the aboveground petroleum containers. The facility shall <br /> test or inspect each aboveground container for integrity on a regular schedule and whenever you make <br /> material repairs. Examples of these integrity tests include, but are not limited to: visual inspection, <br /> hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems <br /> of non-destructive testing. Comparison records and other records of inspections and tests must be <br /> maintained on site with the SPCC Plan. Immediately conduct all necessary integrity testing and <br /> maintain records on site as required. <br /> 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br /> devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in <br /> accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately <br /> conduct all necessary testing of liquid level sensing devices and update the SPCC plan to include <br /> procedures and frequency for testing these devices. <br /> 53. The 55 gallon petroleum drums were observed with insufficient secondary containment. Portable oil <br /> storage containers must be positioned or located to prevent a discharge and shall be furnished with a <br /> secondary means of containment sufficient to contain the capacity of the largest single container with <br /> sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for <br /> this and all other portable containers at this facility. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by May 25, 2011 <br /> along with a statement describing the corrective actions that have been or will be taken for each violation <br /> and any supporting paperwork, including a copy of the updated SPCC Plan. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: R ry d By: Title: <br /> EHD 2302- 3 Rev 08/10/10 CONTINUATION FORM <br />
