Recommendations Letter <br /> Formal External Inspection of AST-3 <br /> Valley Pacific Petroleum Services,Inc. <br /> Page 2 <br /> • Water-finding paste was used to determine if water was present in both compartments of the tank. <br /> Water was not found in either compartment of the tank. <br /> Shell Testing <br /> Ultrasonic thickness(UT)measurements were recorded in order to establish an inspection baseline for use <br /> during future inspections with the purpose of identifying corrosion. Measurements and visual inspection <br /> of the tank shells revealed no internal or exterior corrosion. Refer to the tank diagram, Attachment A, for <br /> thickness measurements and photographs attached to the formal report. <br /> Recommendations for Continued Use <br /> Based on current industry practices and regulatory requirements, Condor recommends the following: <br /> • Periodic inspection and maintenance of the normal vents by Facility personnel is recommended <br /> for proper vent operation. <br /> • Periodic checks for proper emergency vent operation are recommended. During Condor's <br /> inspection, the tank's long-bolt manway covers did not lift easily and may have been <br /> inadvertently sealed. <br /> • Installation of an overfill valve and/or a basic high liquid level vent whistle (alarm) is <br /> recommended in order to prevent overfill. <br /> • Perform and document monthly and annual inspections in accordance with the Facility Spill <br /> Prevention, Control, and Countermeasures (SPCC)Plan. <br /> These recommendations should be implemented as soon as feasible.
