(Clayton) is pleased to present this proposal to collect soil
samples at the San Joaquin General Hospital located at 500 West Hospital Road in
French Camp, California.
Based on the information you provided, Clayton understands that there was a small,25 to
50-gallon, spill of unleaded gasoline to the ground around the aboveground tank pad at
the Hospital. The Hospital contracted RAMOS to respond to the spill, and RAMOS
removed soil from the impacted area and placed it in five 55-gallon drums. The soil area
removed was adjacent to the tank pad and measured approximately 5 feet x 5 feet x 1.5
feet deep. Therefore, approximately 37 cubic feet of soil were removed.
According to the Hospital, the San Joaquin County Environmental Health Department
recommended having the soil, and possibly the groundwater, tested and provide a map of
the sampling locations. The Hospital believes that groundwater in the area is
approximately 40 feet below the ground surface (bgs). It seems unlikely that a small spill
of this magnitude would leach 40 feet through the soil to groundwater, especially if
RAMOS was onsite and removed the soil within a few hours of the spill. In addition to
the depth to groundwater and the speed of RAMOS response, another key factor that
would limit the leaching potential of the gasoline is the soil lithology present beneath the
site. Clayton and the Hospital agreed that an initial Scope of Work would include
collecting a group of soil samples to confirm whether the gasoline leached below the
depth of the current excavation. In the event that soil contamination is found below the
current excavation depth, Clayton will recommend removing additional soil and will
PUSAES\Proposals\2004\04066 San Joaquin County.doc
