Stockton Steel SPCC Plan <br /> Addendum S <br /> Spill Countermeasures ((§112.7 (a)(3)(iv) and(h))) <br /> At Stockton Steel,most oil handling and storage areas either have secondary containment <br /> structures, or are located indoors where a spill of predictable quantities would not be expected to <br /> reach the exterior of the building. For material handling activities(i.e. truck loading/unloading) <br /> that occur indoors or outdoors, the facility maintains spill response kits as indicated in Figure 1 <br /> of the SPCC Plan. Spill response supplies include absorbent pads or granular absorbent,empty <br /> drums,brooms,and shovels. The spill response kits are readily available. <br /> If an oil spill occurs,the following work instructions will be followed in the order listed: <br /> a. Assemble an in-house spill response team. The team will typically be headed by a <br /> maintenance department employee.Evaluate the situation to determine the personnel, <br /> materials, and equipment required for making repairs and cleaning the release area. <br /> Initiate the spill response activities. The degree of involvement from internal <br /> personnel will depend on the magnitude of the release. The lead responder or designee <br /> will contact emergency responders and hazardous materials responders for <br /> containment and cleanup,if necessary. <br /> b. Close off valves or activate control valves,as appropriate,to stop the spill. <br /> C. Determine if the spill is reportable. If the spill is reportable,make all required <br /> notifications(See Table 3-1)as soon as possible,and within the required time frames. <br /> d. Contain the spill by blocking all drains,encircling area with absorbents and soaking up <br /> with absorbent materials. <br /> e. Using appropriate tools,place recoverable and/or non-recoverable materials and used <br /> absorbents in DOT approved containers. <br /> f. Collect and document all pertinent information about the spill. <br /> g.
