A facility <br /> shall provide appropriate containment and/or diversionary structures or equipment to prevent a discharge. The entire <br /> containment system, including walls and floor, must be capable of containing oil and must be constructed so that any <br /> discharge from a primary containment system will not escape the containment system before cleanup occurs. <br /> Immediately provide adequate secondary containment for all aboveground petroleum storage containers larger than 55 <br /> gallons. <br /> This is a Class II violation. <br /> 614 CFR 112.7(f)(1) Failed to train personnel on discharge prevention. <br /> Oil handling personnel training is not being recorded as required per page 22 of the SPCC plan. At a minimum, oil <br /> handling personnel shall be trained in the operation and maintenance of equipment to prevent discharges; discharge <br /> procedure protocols; applicable pollution control laws, rules, and regulations; general facility operations; and the <br /> contents of the Spill Prevention, Control, and Countermeasure Plan. Immediately provide this training to all oil handling <br /> personnel and submit a copy of the training log to the EHD. <br /> This is a Class II violation. <br /> 704 CFR 112.8(c)(2) Diked area is not sufficiently impervious to contain discharged oil. <br /> Cracking and concrete chipping were noted in Dike 1 containment wall in the vicinity of the "30 ULSD" tank. A facility <br /> shall provide appropriate containment and/or diversionary structures or equipment to prevent a discharge. Diked areas <br /> must be sufficiently impervious to contain discharged oil. Immediately provide or repair all diked areas to be <br /> sufficiently impervious to contain oil. <br /> This is a Class II violation. <br /> 725 CFR 112.8(d)(3) Failed to design pipe supports to minimize abrasion/corrosion and to allow for expansion/contraction. <br /> Corrosion of pipe supports and piping were noted throughout the facility. Mr. Walker indicated that facility is in the <br /> process of conducting piping corrosion repairs. Pipe supports shall be designed to minimize abrasion and corrosion, <br /> and allow for expansion and contraction. Immediately take corrective actions and submit proof of correction to the <br /> EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Onsite to conduct a routine Aboveground Petroleum Storage Act (APSA) inspection. This inspection was <br /> conducted by Stacy Rivera and Elena Manzo, of the San Joaquin County Environmental Health Department <br /> (EHD).
