San Joaquin County ENDED <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.org/ehd <br /> Aboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TESORO STOCKTON TERMINAL 3003 NAVY DR, STOCKTON November 04 2015 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CFR 112.5(a) Failed to amend Plan as necessary. <br /> 1) Page 19 of the reviewed SPCC plan indicated that any liquid accumulation in Dike 2 "will be removed by a vacuum <br /> truck", however, during the inspection Mr. Walker indicated that the overspill containment of Dike 2 is connected (via a <br /> surface drain and underground piping)to a 6,000-gallon underground storage tank(UST); no underground piping was <br /> shown on maps provided in the SPCC plan. The Spill Prevention, Control, and Countermeasure (SPCC) Plan must be <br /> amended when there is a change in the facility design, construction, operation, or maintenance that materially affects <br /> its potential for a discharge, within 6 months of the change, and implemented as soon as possible, not later than 6 <br /> months following preparation of the amendment. Immediately make all necessary amendments to the SPCC Plan to <br /> accurately represent the procedures and policies currently in place at the facility. <br /> 2) "Premium 20 Gasoline" tank was out of service at the time of inspection and the reviewed SPCC plan didn't reflect <br /> this facility change. Mr. Walker indicated that this tank has been out of service for more than 6-months (pending tank <br /> repairs) and that the tank was emptied and all its openings (with exception of vents)were blanked out. The Spill <br /> Prevention, Control, and Countermeasure (SPCC) Plan must be amended when there is a change in the facility <br /> design, construction, operation, or maintenance that materially affects its potential for a discharge, within 6 months of <br /> the change, and implemented as soon as possible, not later than 6 months following preparation of the amendment. <br /> Immediately make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies <br /> currently in place at the facility. <br /> This is a Class II violation. <br /> 604 CFR 112.7(a)(3) No facility diagram or didn't show location and contents of containers, transfer stations, and pipes. <br /> Page 19 of the reviewed SPCC plan indicated that any liquid accumulation in Dike 2 "will be removed by a vacuum <br /> truck", however, during the inspection Mr. Walker indicated that the overspill containment of Dike 2 is connected (via a <br /> surface drain and underground piping)to a 6,000-gallon underground storage tank(UST); no underground piping was <br /> shown on maps provided in the SPCC plan. Immediately update the facility diagram to include all of the required information.
