The Spill Prevention, Control, and <br /> I Countermeasure (SPCC) Plan was amended on September 5, 2013 to include the following changes: Removal of a <br /> permanently closed' tank and installation of a 5,400 gallon shop-fabricated steel tank. These amendments are <br /> technical changes, requiring a PE certification within six months of amendment. A technical amendment is a I <br /> Xchange to the facility, tanks, procedures, materials, construction, design, or maintenance that materially increases <br /> for decreases the facility's potential for oil discharge. Immediately obtain a complete PE certification for the facility's <br /> SPCC plan. Submit a copy of the completed, certified SPCC plan to the EHD for review. This is a Class II violation. <br /> I <br /> j 605 1 CFR 112.7(a)(3) Plan tailed to address facility layout, operations discharge prevention methods and containers. ! <br /> !The transmix drums were not included in the SPCC Plan. Six 55 gallon drums of transmix were observed in the 1 <br /> hazardous waste storage area. The following shall be addressed in the Spill Prevention, Control, and <br /> !Countermeasure (SPCC) Plan: I <br /> I I -type of oil in each fixed container and it's storage capacity. For mobile or potable containers, the type of oil and <br /> II storage capacity for each container or an estimate of the potential number of mobile or portable containers, the I <br /> types of oil, and anticipated storage capacities f <br /> -discharge prevention measures including procedures for routine handling of products I <br /> fI discharge or drainage controls such as secondary containment, equipment, and procedures for the control of a i <br /> discharge i <br /> i -countermeasures for discharge discovery, response, and cleanup I <br /> I - methods of disposal of recovered materials I <br /> -contact list and phone numbers for the facility response coordinator, National Response Center, cleanup <br /> r <br /> !contractors, and all appropriate Federal, State, and local agencies. I <br /> I Immediately amend the SPCC Plan to include all required information.
