(continued) <br />conducted on all aboveground liquid petroleum containers larger than 55 gallons and all 55 gallon drums <br />of petroleum materials/wastes in accordance with the written procedures developed for this facility in the <br />SPCC Plan. Records of these inspections and tests shall be signed by the appropriate supervisor or <br />inspector and kept on site with the SPCC Plan for a period of three years. Immediately begin conducting <br />all inspections and tests in accordance with the procedures in the SPCC Plan, or amend the Plan and <br />have it recertified by a Professional Engineer to accurately reflect the inspection procedures currently <br />followed at the facility, and maintain records on site with the SPCC Plan. <br />32. Annual training is not being conducted for the aboveground petroleum storage program and <br />containers. No records were available for aboveground petroleum storage training. At a minimum, oil - <br />handling personnel must be trained in the operation and maintenance of equipment to prevent <br />discharges, discharge procedure protocols, applicable pollution control laws, rules & regulations, general <br />facility operations, and the contents of the facility's SPCC Plan. Annual briefings must be conducted to <br />assure adequate understanding of the SPCC Plan and highlight and describe any known discharges or <br />failures, malfunctioning components, and any recently developed precautionary measures. Immediately <br />conduct necessary training for all oil handling personnel. Submit copies of training records to the EHD <br />by February 26, 2011. <br />48. Copies of integrity inspection or integrity test records for the aboveground petroleum storage <br />containers were not found on site. All aboveground containers are to be inspected on a regular basis. <br />Comparison records and other records of inspections and tests must be maintained on site with the <br />SPCC Plan. Immediately locate a copy of all integrity inspection and testing records, maintain them on <br />site, and submit copies to the EHD by February 26, 2011. <br />Complete & submit a copy of the Return to Compliance Certification form to the EHD by February 26, <br />2011 along with a statement documenting the corrective actions that have been or will be taken for each <br />violation and any supporting paperwork. <br />Note: The motor oil and used oil tanks and drums for this facility are not included in this SPCC Plan. <br />This facility has separated the two parcels since they are separately fenced with different addresses. <br />Both 2225 and 2313 W. Navy Dr. are included on the haz. waste permit with EHD, but only 2313 W. <br />Navy Dr. is included in this SPCC Plan. 2225 W.
