The following violations were observed: # 1,28,35 <br /> 1. Facility has an APSA regulated shell capacity of 15800 gallons. No Spill Prevention & Countermeasure <br /> Control (SPCC) Plan was available on site. All facilities which have an APSA regulated shell capacity of <br /> 1,320 gallons or greater shall prepare a written SPCC Plan which meets all of the requirements of the <br /> Code of Federal Regulations Title 40, Part 112. This plan shall be certified by a professional engineer in <br /> accordance with 40 CFR 112.3(d). Immediately prepare a SPCC Plan in accordance with 40 CFR Part <br /> 112, which will include all aboveground petroleum storage containers 55 gallons or larger. Submit a copy <br /> of the Professional Engineer (PE) certified SPCC Plan to the EHD for review by November 10, 2011. <br /> (This copy will be returned to the facility after review.) A copy shall be maintained on site at all times. <br /> 28. No secondary containment for the two tanks. A facility shall provide appropriate containment and/or <br /> diversionary structures or equipment to prevent a discharge. The entire containment system, including <br /> walls and floor, must be capable of containing oil and must be constructed so that any discharge from a <br /> primary containment system will not escape the containment system before cleanup occurs. Immediately <br /> provide adequate secondary containment for all aboveground petroleum storage containers larger than <br /> 55 gallons. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY <br /> RATF.THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT END'S CURRENT HOURLY RATE. <br /> Ins or: Phone: Received By: / Title: <br /> (209)468-0335 <br /> EHD 2 -0 Rev 2/19/10 Page 3 APSA INSPECTION REPORT <br />
