(continued) <br /> protocols, applicable pollution control laws, rules & regulations, general facility operations, and the <br /> contents of the facility's SPCC Plan. Annual briefings must be conducted to assure adequate <br /> understanding of the SPCC Plan and highlight and describe any known discharges or failures, <br /> malfunctioning components, and any recently developed precautionary measures. Immediately conduct <br /> necessary training for all oil handling personnel. Submit copies of training records to the EHD by June <br /> 12, 2011. <br /> 48. Copies of integrity inspection or integrity test records were not available on site. All aboveground <br /> containers are to be inspected on a regular basis in accordance with appropriate industry standards. <br /> Comparison records and other records of inspections and tests must be maintained on site with the <br /> SPCC Plan. Immediately locate a copy of all integrity inspection and testing records, maintain them on <br /> site, and submit copies to the EHD by June 12, 2011. <br /> 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br /> devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in <br /> accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately <br /> conduct all necessary testing of liquid level sensing devices and update the SPCC plan to include <br /> procedures and frequency for testing these devices. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by June 12, 2011 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork, including an updated copy of the SPCC Plan. <br /> Note: Several cracks were observed in the 2,000 gallon gasoline tank. This tank is a double walled <br /> ConVault tank. The cracks were not mentioned in the SPCC Plan and did not appear to be in the <br /> included photos of the tank. No integrity test results were available on site to verify sufficient integrity of <br /> the gasoline tank. <br /> Note: The SPCC Plan for this facility includes both 2500 Navy Dr. and 3307 W.
