The 2,100 gallon double walled diesel container was observed with pitting on the outer <br /> shell, there was no mention of this by the P.E. engineer or on the monthly inspections. Ensure that the outer shell of <br /> the double walled tank is capable of containing the contents of a release. The secondary containment wall for the <br /> 150 gallon tank had loose and damaged concrete blocks. All bulk storage tanks must be provided with a secondary <br /> means of containment for the entire capacity of the tank and sufficient freeboard to contain precipitation. <br /> Immediately provide sufficient secondary containment for this and all other tanks at this facility. <br /> This is a Class 11 violation. <br /> 718 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> The six 55 gallon heat transfer oil drums located in the 'old shop"were observed with insufficient secondary <br /> containment. The drums were observed stored on wooden pallets without a discernible secondary containment. <br /> Portable oil storage containers must be positioned or located to prevent a discharge and shall be furnished with a <br /> secondary means of containment sufficient to contain the capacity of the largest single container with sufficient <br /> freeboard to contain precipitation. Immediately provide sufficient secondary containment for this and all other <br /> portable containers at this facility, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork by October 12, 2018. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
