Item # 301 - The P . E . revised the SPCC plan to show tanks L1 and L2 currently contain paving grade
asphalt and not lube stock . The heat transfer oil containers were also added to the SPCC plan . The 275 -
gallon containers were actually already included in the plan . I regretfully believe the SPCC plan we
showed you was not the latest version . Since your inspection , the 55 - gallon containers of waste oil were
replaced with a 275 - gallon tank . This was also added to the plan . The 1000 - gallon gasoline tank was
included in the version of the SPCC plan mentioned above that we mistakenly did not show you . This
tank is listed in the plan as " closed " and is currently located behind warehouse # 1 in the southwest
corner of the facility .
Item # 609 - The SPCC plan was updated by the P . E . to show the correct 24 - hour phone number for the
San Joaquin County Environmental Health Department .
Item # 706 - The 150 - gallon diesel tank was taken out of service and will be removed from the site . This
change is reflected in the P . E . ' s update of the SPCC plan . The pitting on the 2 , 100 gallon diesel tank was
on the tank when we installed the tank . The P . E . indicated that the pitting was visually observed . The
tank was painted prior to its installation . The P . E . indicated that as long as no new pitting is observed ,
the outer shell is completely capable of containing the contents of the tank . In addition , the tank is
surrounded by a concrete containment wall . The P . E . changed the wording of the inspection form to
observe " new" pitting or corrosion , which was what our understanding of the inspection was to verify all
along .
Item # 718 - The heat transfer drums in the " old shop " ( maintenance shop ) were placed into secondary
containment structures made from used totes . Two drums were placed into each tote and the capacity
of the tote will exceed 62 gallons ( largest container plus freeboard ) .
Hazardous Waste
Item # 102 - As previously discussed , the metal fines were sieved to determine particle size . This test
indicated that 0 . 72 % of the metal is less than 100 microns . It was decided to test the metal fines and
compare the results to the California Code of Regulations Title 22 requirements for hazardous waste
metal concentrations . We are awaiting the results from this test .
The 55 - gallon drum of used DEF is scheduled to be disposed of as hazardous waste by Safety Kleen . This
drum should be removed by later today or early next week .
As discussed , we had setup a profile to dispose the latex at a class II landfill . You indicated that fish
toxicity testing would need to be done because the SDS we sent does not make it immediately clear that
It is not considered toxic . Due to the cost of performing a fish bioassay relative to the disposal cost, we
now plan to ship this off as hazardous waste .
The paint cans that were not empty and were not longer useful were disposed of my Stericycle . I total
of 24 containers were disposed . The four 5 -gallon rubber cans were opened and found to actually be
latex . This material will be disposed of with the latex mentioned above .
Item # 104 — A new contingency plan was developed and uploaded in CERS . Emergency coordinators
have been assigned and are included in the plan . This plan is now posted by a phone .
