Mr. Jeffery Wong <br />May 13, 2013 <br />of transmittal from the professional engineer that prepared and certified the <br />SPCC plan. <br />Additionally, the District is presently preparing a SPCC plan that encompasses <br />all facility aboveground petroleum storage containers above 55 gallons in size, <br />and which is in compliance with present 40 CFR 112 code of federal <br />regulations. The SPCC plan now in preparation will be forwarded to your office <br />for review within 30 days. <br />Item 514 — Secondary containment for surface fuel piping for four (4) 100 - <br />gallon day tanks for four existing emergency generators. The District is <br />presently in the design phase to provide secondary containment for the surface <br />(above ground) fuel piping. Upon completion of the design of a satisfactory <br />containment plan, the construction of containment features will occur. The <br />District will notify your office upon completion of the containment system. <br />Item 521 — Fuel transfer line disconnection prior to vehicle departure. The <br />District has identified two means by which fuelers / drivers will be aware that <br />fuel lines from above ground fuel tanks and fitting shall be disconnected prior to <br />departure. 1) The District has obtained and installed signs warning fuelers / <br />drivers that fuel lines shall be disconnected and secured before departing. See <br />attachment 2 to this letter for photographic evidence of the warning sign <br />installation. 2) Because the District fueling operations are of a small scale <br />nature the same person loading and unloading fuel will be driving the fueling or <br />fueled vehicle. This procedure avoids the condition where an unaware person <br />could possibly drive away a vehicle that is connected by a hose to an AST. <br />Item 607 — Secondary containment for Facility 2,000 gallon aboveground diesel <br />storage tank. The tank in question is actually a secondarily contained tank. <br />After your site visit of April 3, 2013 District personnel reviewed the affixed tank <br />label and did confirm the tank is in fact secondarily contained. See attachment 3 <br />to this letter for photographic evidence of the tank's label identifying it as a <br />secondarily contained tank. <br />Items 620 — Warning signs cautioning all vehicles entering the facility that <br />aboveground petroleum storage tanks are present. The District has obtained and <br />installed signs warning all vehicles entering the facility's two access gates that <br />aboveground petroleum tanks are present at the District water treatment plant. <br />The signs have been place at the main gate of Al Bonner Drive, and at the <br />
