It is NES' understanding that the City of Stockton (Stockton) requires assistance with <br /> reviewing and revising environmental documents at the City Police Station located at 22 East <br /> Market Street in Stockton, CA(Site). <br /> BACKGROUND <br /> A facility with the aggregate aboveground storage capacity of 1,320 gallons or more of oil or <br /> petroleum-based products such as gasoline, diesel, oil or used oil must complete a Spill <br /> Prevention, Control and Countermeasure (SPCC) Plan. The aboveground storage capacity <br /> inventory must include containers 55 gallons or greater. Federal regulations, Title 40 Code of <br /> Federal Regulations (CFR) Part 112 and state law, the Aboveground Petroleum Storage Act <br /> (Health and Safety Code §25270), require development and implementation of a site-specific <br /> SPCC Plan. The combined storage capacity is greater than 10,000 gallons of oil or petroleum- <br /> based products and a registered professional engineer is required to certify the SPCC Plan. <br /> The Site has previously implemented an SPCC Plan. An inspection by the San Joaquin County <br /> Environmental Health Department on June 6, 2016 resulted in identifying potential deficiencies <br /> in implementing the on-site SPCC Plan. Stockton has requested assistance from NES in <br /> reviewing the SPCC Plans.
