to review facility operations, procedures and documents pertinent to developing the SPCC Plan. <br /> Documents to be reviewed include: facility map; construction or site plans involving spill <br /> containment provisions or installed structures; spill prevention control practices and preventative <br /> measures; contingency planning and emergency response program; AST inspection and <br /> maintenance reports; and AST specifications/plans/drawings and facility layout drawings that <br /> include AST and 55-gallon drum locations. <br /> During NES' visit, field verification activities will be conducted that include noting tank and <br /> container locations, assessing adequacy of the secondary containment, assessing flow direction <br /> and estimating rates of release from potential tank/container failure modes, and conducting a <br /> preliminary environmental fate analysis of potentially released petroleum. In addition, tank <br /> overfill protection system and alarms, spill alarm systems, previous tank integrity testing, <br /> previous tank assessments, inspection procedures, and site security measures will be reviewed. <br /> NES will review and revise the plant SPCC Plan to meet applicable regulatory requirements and <br /> will include the required petroleum spill reporting criteria, inspection logs, spill response <br /> equipment list, and training documents as attachments to the plan. A PE will certify the plan <br /> developed by NES on behalf of Stockton. <br /> NES will prepare one draft version of the SPCC Plan for Stockton's review and one final version <br /> of the SPCC Plan should revisions be required. NES will deliver one electronic version of the <br /> draft SPCC Plan; and one printed copy and one electronic version of the Final SPCC Plan. <br /> SCHEDULE <br /> One Site visit will be needed to complete the scope of work described in this Cost Proposal. <br /> Preparing the SPCC Plan and revising the SPCC Plan(as applicable)will be submitted after July <br /> 6, 2016 based on an extension (to submit the Return to Compliance Certification) being <br /> approved by the San Joaquin County Environmental Health Department. City of Stockton will <br /> coordinate the extension request and associated correspondence with San Joaquin County <br /> Environmental Health Department. <br /> ASSUMPTIONS <br /> • Existing site map and AST documentation is provided by Stockton in electronic <br /> format, if possible. <br /> FEES <br /> NES is prepared to begin work upon execution of this proposal. The scope of services will be <br /> provided for $4,900 on a time and materials basis (per attached 2016 NES Professional Billing <br /> Rates).
