In December 2008, the SJCEHD approved a work <br />plan to delineate the extent of the plume; however, the work has not been completed to date. In <br />addition, groundwater has not been monitored for over two years and the last monitoring report for the <br />15 October 2008 monitoring event has not been submitted. A meeting with SJCEHD on 25 April 2011 <br />did not result in an agreement to proceed with the directed work. <br />SJCEHD records show three underground storage tanks (USTs) were removed in October 1997. <br />Maximum USTs soil confirmation samples were total petroleum hydrocarbons as gasoline (TPHg), <br />1,900 milligrams per kilogram (mg/kg); toluene, 28 mg/kg; ethylbenzene, 13 mg/kg; xylenes, 82 mg/kg; <br />and methyl tert butyl ether (MTBE), 18 mg/kg. Eleven groundwater monitoring wells, one soil boring <br />and one cone penetrometer testing boring were completed from 2002 to 2007. Maximum soil borings <br />results were TPHg, 6,100 mg/kg; benzene, 6.2 mg/kg; toluene, 89 mg/kg; ethylbenzene, 68 mg/kg; <br />xylenes, 510 mg/kg; and MTBE, 40 mg/kg. Maximum groundwater concentrations in April 2008 were <br />TPHg, 45,000 micrograms per Liter (ug/L); benzene, 610 ug/L; toluene, 3,100 ug/L; ethylbenzene, <br />1,000 ug/L; xylenes, 16,000 ug/L; 1, 2-dichlorethane, 18 ug/L; tertiary amyl methyl ether, 11 ug/L; and <br />MTBE, 16,000 ug/L. <br />You are currently out of compliance with regulatory directives, which may result in formal enforcement <br />action with potential administrative civil liabilities (fines). However, Regional Water Board staff would <br />prefer the opportunity to work cooperatively with you, to move this USTs case into compliance with <br />future directives and eventually towards closure.
