0 • <br />CHRONOLOGY <br />Ralphs Square <br />2122 Airport Way <br />Stockton, CA 95206 <br />10/30/97 Three underground storage tanks removed this date under San Joaquin County <br />Environmental Health Department (EHD) permit and inspection. Soil sample for <br />laboratory analysis were collected from beneath the tanks. <br />12/04/97 Unauthorized Release Report #97-U43 and Notification of Hazardous Waste <br />Discharge #97-159 were submitted this date. <br />07/29/98 Notice of Responsibility was sent this date to property owner and responsible <br />party Ralph Lee White. <br />01/14/99 Meeting with EHD staff and Ralph Lee White at which Mr. White brought <br />documentation that the last operator of the tank was Mr. Peter Minh Bui. Mr. <br />White agreed to submit a work plan to begin the site investigation. <br />03/29/99 Notice of Responsibility was sent this date to tank operator and responsible party <br />Peter Minh Bui (wife is Kimberly Hoang). <br />06/26/02 One soil boring and three groundwater monitoring wells were installed onsite. <br />See Advanced GeoEnvironmental Inc.'s Preliminary Investigation and Evaluation <br />Report dated November 8, 2002, available on Questys. <br />07/02/02 The monitoring wells were samples for the first time. Laboratory analytical results <br />reported high concentrations of petroleum hydrocarbon contamination in two of <br />the three wells. A report of the work was never submitted. <br />06/02/05 QMR event reported in 8/31/05 QR'2Q05 <br />05/29/07 Fieldwork began this date on the installation of one cone penetrometor test <br />boring, CPT -1, and three groundwater monitoring wells, MW -4, MW -5 and MW -6. <br />See AGE's Additional Site Assessment Report dated October 5, 2007 available <br />on Geotracker. <br />03/19/08 The site investigation continued with the installation of five groundwater <br />monitoring wells, MW -7 through MW -11, and one geoprobe soil boring, B-5. See <br />AGE's Additional Site Assessment Report — September 2008, dated <br />September 23, 2008. <br />10/34/08 Date of the last site work performed: groundwater monitoring and sampling of all <br />wells; laboratory data was sent to the EHD. Contaminant concentrations are <br />increasing. No report of the work has been submitted. <br />12/15/08 EHD approved a work plan to continue the investigation of the lateral extent of <br />the contaminant plume. The work plan has not been implemented. <br />03/25/11 A meeting was held to discuss the stalled status of the site. Kimberly Hoang, her <br />attorney and her consultant was the only Responsible Party to attend. There are <br />lingering issues with the application to the CUF that need the cooperation of Mr. <br />White to get straightened out, but he does not return phone calls. It was agreed <br />that if Mr. White's cooperation was not obtained by April 15, 2011 the site would <br />be referred to the Regional Water Quality Control Board for enforcement action. <br />
